Admin Send Message

The feature just show when we setup plugin RequestForQuoteMessage

When viewing quote the on backend, we will have tab "Messages", it has form and list messages as this:

admin view list messages

admin can add message and send notification to customer

admin can add message as note only, it will not show for customer.

after input message, admin should click on button "Send Message"
